Ollli, I pulled this out of the taskmaster repo, because I figure we can land this separately, but I can see the argument for not doing that because the PRIORITY_INPUT_LOW and PRIORITY_HIGH_LOW values are unused so far...

Also, thoughts on who should review this? I feel like someone should review my pulling-out job, but I can probably review the substance of the changes, since I didn't make them to start with.
