Right-clicking on edges of the expanded MegaBar gets the toolbar contextual menu, not the address bar one

- Turn on the bookmarks toolbar.
- Click on the address bar to focus it and cause it to expand.
- Decide you're going to paste something, but in the meantime you've moved the mouse down slightly but not off the expanded bar.
- Right-click and go to select paste.
Actual Results
The toolbar bar context menu was shown and the bookmarks toolbar got disabled (because I did it too quick to realise).
Expected Results
The address bar context menu should have been shown and paste should have been selected.
This also occurs on the top and side edges.

We don't show the input context menu when clicking the identity icon, and page actions have their own context menu. It's not clear to me where the boundaries for the area spawning the input context menu should be...

Based on Verdi's suggestion, we should not show the toolbar contextual menu for the area inside the urlbar wrapper.

Reproduced the issues using Firefox 73.0a1 (20200103202240) on Windows 10x64. The toolbar contextual menu is shown if clicking parts of the expanded megabar.
The issue is verified fixed with Firefox 75.0b5 (20200317211402) on Windows 10x64. No contextual menu is shown for the expanded megabar.
