Steps to reproduce:
WQHD laptops - two so far, Windows scale factor 175%, Windows 10 Pro fully updated, FF 71 (and other earlier versions)
Set window size to full height, but not full screen. Exit FF. Restart FF.
Actual results:
FF window sometimes - often - opens slightly too large with tab bar partly visible or not visible at all. Seen on multiple laptops and several FF versions. Does not seem to happen with some other windows scale factors. Deleted xulstore.json - didn't help. privacy.resistFingerprinting is OFF. Toggling didn't help. Real PITA...
Expected results:
Should reopen same size as when exited.

Just got 72.0 update. FWIW it seems to preserve width and tab bar (so far) but still clips the bottom of the window so mouse-over URLs aren't readable.

I tried to reproduce this in MacBook Pro OSX 10.14, iMac (Retina 4K, 21.5-inch, 2017) OSX 10.14.4, Windows 10 PRO (max resolution 1920x1080). I tested on FF Release 69.0.1 and 68 and I'm not able to see the issue occuring.
Please, test if the issue is reproducible in the latest Nightly version. You can download Firefox Nightly from here: https://nightly.mozilla.org/
If after doing this you can still reproduce the bug, would you send a screenshot or a video of the bug?
I've already chosen a component for this bug in hope that someone with more expertise may look at it.
We'll await their answer.

I'll try nightly if I can find an opportunity and time. Will grab some screenshots.
I'll add that 72.0 DOES NOT fully fix the problem. It still starts occasionally with the tab bar obscured but may go back to a reasonable size on the next launch.

OK, I've done some testing with 74.0a1. Saw the same behavior but I'm starting to think it's at least in part self-inflicted.
I'm a Lenovo forum mod so I have a lot of ThinkPads landing on the bench. It's my habit to install FF, hollow out the profile in app data/roaming, and copy the profile contents from my primary desktop. This has worked just fine for donkey's years, but to rule it in/out I uninstalled all versions of FF and completely deleted any Mozilla reference in app data.
Nightly seemed to work as it should - at least in 10 tries or so. Maximize height by dragging the top edge up. Close. Relaunch ... looks OK.
So copied in my manually saved profile, and I'm back to the "bug". Seems to be screen res and scaling sensitive.
WQHD, 150% scaling seems to work as expected. 200% scaling (MS recommended) not bad but on each relaunch the entire window shifts up and down a few pixels. Can live with that. 175% is a mess. Manually resize to fit, relaunch, and half the time or better the tab bar is completely obscured. When it does show up, the bottom of the window is clipped, obscuring the mouse-over/info portion.
I'm a noob here an uncertain how to include screen shots. I'll try the "attach new file" thing...

@Bill: Thanks for reporting. Would you be able to attach your about:support information?
1. Enter about:support into the address bar.
2. Click the Copy text to clipboard button.
3. Paste the clipboard contents into a text editor like Notepad, and save the file.
4. Click the Attach New File button above the description here to upload the file.

Hey Sotaro, I wasn't able to reproduce this and it seems like something in the profile is triggering this. Could you see if there is anything jumping out or other info that needs to be collected for this?

Hi all,
I hesitate to say this since I appreciate your efforts - and would very much like to sort this out - in the interest of full disclosure:
Since submitting that report, FF nightly has been well behaved. It opens with the top of the window at the top of the display and the bottom either @ the bottom of the display or a few pixels above. That varies from launch to launch.
It was a total mess until then. Nothing has been changed, reinstalled, or updated.
Totally baffled and not at all sure that it's cured.
