1607460 - Align with Cross-Origin-Opener-Policy changes

COOP's processing model has received two fairly major changes:

• It only accepts 3 values now: same-origin, same-origin-allow-popups, and unsafe-none (the default now has an explicit value).
• It deals differently with cross-origin iframes opening a popup. (They are noopener by default and inherit nothing.)

None of this impacts the COOP + COEP setup, though there are some editorial changes around that which are worth reviewing.
