1607552 - DevEd aarch64 build should have Widevine enabled

The DevEd for the Windows aarch64 build appears to not be built in a similar way to other shippable builds. This results in EME not functioning as expected (Bug 1562884), and I imagine it may also lead to other differences.

Based on the comments here and here it sounds like similar work needs to be done for the DevEd as was done for the other builds in Bug 1527463. Based on those comments it sounds like the ideal solution would be to have config derived form the shippable build config, but that a bandaid where we tweak the DevEd config may suffice.

The builds that should be doing LTO now all do PGO, and the others
shouldn't be wasting time doing LTO.
