When Search Tips land, we'll have two restricting providers in conflict: Top Sites and Search Tips. We need to figure out how these two should interact, allowing them both to be shown at the appropriate times.

I'm in favour of closing this, or at the very least removing the megabar's dependency on this bug. As Drew pointed out in bug 1608597 comment 1, the only situation where this might pose a problem is with third-party WebExtension providers. Those aren't currently on our roadmap. Even if they were, (like Drew pointed out) there isn't really a good heuristic for determining which ones should be restricting. The current implementation gives all extension providers the same priority, so the extension case is covered by the new priority system.
