160807 - x-small and negative margin

I'm not familiar enough with stylesheets to be sure it's a bug but the pages on the miscrosft's knowledge database don't render well on Mozilla while they work fine on IE6 and Netscape 4.
I tracked the problem down to using the x-small font with a negative percentage bottom-margin.
With -1%, the line are displayed on top of each other, with -2%, a numbered list is reverse (2 above 1, 3 above 2 and so on)

MSIE has known bugs with negative margins.  Percentage margins (even vertical
ones) are percentages of the width of the containing block -- notice that as you
narrow the browser window, the spacing becomes less bad.

Our behavior looks correct.  Therefore, I'm marking the bug as invalid.
