In order to test our changes before a deployment, it'd be nice if we were able to manually create tasks ourselves.
We currently have to push to testing and submit a patch like https://hg.mozilla.org/ci/ci-configuration/rev/27a6ac6e4bdc7e970230c16a8cb7366d8a11ba8a when we want to test things out.
queue:create-task:project-relman/relman-svc and queue:create-task:project-relman/relman-svc-memory might be the only necessary scopes.

Granting those scopes to a mozillians groups seems reasonable. (though the scopes should include a priority).
It might also make sense to adjust the priority of the hooks, so that production > testing > manual creation.
