Steps to reproduce:
I downloaded a file (i.e. an Excel sheet, PowerPoint file, PDF) and tried to open it from download manager
Actual results:
It opened the Firefox's "Open With..." Dialogue window
Expected results:
Opens file with given application (or in case of pdf it should open with the PDF viewer of Firefox)

Can you describe this in more detail? Perhaps provide an example link, and how do you open the download manager? A screen recording would be ideal.
Also, can you provide some more details about your environment - is it perhaps a Citrix or other remote desktop solution? There are a few known issues with those in recent versions of Firefox ESR.
