  3. Select Manage Extension Shortcuts

PiP shortcut isn't listed on the page

Expected results:

PiP shortcut should be listed on the page so the user can modify it

The PiP feature is not an add-on so it will not appear in the about:addons menu. Seeing that your request is about managing the keyboard shortcut to the feature let's flag this as a duplicate of bug #57805. If / when that feature is implemented we should include PiP in there.
