This is a broadening of 1557048 to add a ping_info.reason field for all pings, including custom pings.

Data review request
Data Review unnecessary as this isn't collection. Instead the data reviews should be made against the actual reasons as they begin to be collected, like the one in bug 1557048.
(( For the record, if the review were required it would've been approved as soon as I found the documentation ))
