The main things we're adding are:
teardown function.
dispatchRelevanceScoreDuration for metrics function.
Dry out the code for how we setup attachment sync.
Finally, add taggers if available to speed up rehydration of a provider from cache.
Not a whole lot to say here. Do tests pass, and does anything regress. Should be pretty low risk.
