Android mochitests allow is_emulator in manifest annotations, but xpcshell does not; it will be needed to support https://bugzilla.mozilla.org/show_bug.cgi?id=1608126#c7.

Support mozinfo["is_emulator"] in xpcshell tests just the same as in mochitests:
