Three things, just miscellaneous stuff that can go in now separately from v2's main patch:

1. provider lastUpdated sent to dispatch/detools
2. refreshAll small update.
3. some tests that can land independently of all other changes.

To test:

1. Create a brand new profile
2. Set browser.newtabpage.activity-stream.asrouter.devtoolsEnabled to true
3. Open about:newtab#devtools-ds
4. Ensure "show_spocs" is checked
5. Scroll down a bit and click "Enable V2 Personalization"
6. Scroll up and click "Trigger Idle Daily"
7. Refresh

Expected: Domain affinities last updated in about:newtab#devtools-ds should now have a time based value.

I have verified that a time value is displayed in the "Personalization Last Updated" row of the "Personalization" section from the "about:newtab#devtools-ds" page after the "Trigger Idle Daily" button is clicked and the page refreshed. Verified using the latest Firefox Nightly (74.0a1 Build ID - 20200120094216) installed on Windows 10 x64, Mac 10.15.2, and Ubuntu 18.04 x64.
