Some lines of text are not font-smoothed. This seems to happen to lines that
contain a non-ascii character.

Reproducible: Always
Steps to Reproduce:
1. visit http://www.nytimes.com/2002/08/04/books/review/04BARTUST.html?tntemail1
2. look carefully at the text display for the body of the article on the page.
3.

Actual Results:  Take a good look at the lines containing the name Segre (where
the final e has the French backwards-pointing accent on it). Note how the font
rasterization on these lines is less smooth than on other lines. Look elsewhere
on the nytimes site for examples involving other accented characters, and the
hyphen character.

Expected Results:  text should consistently use font smoothing

note: running MacOS X 10.1.5
carefully compare the font rendering of first line of body text and the second.
compare the third and fourth as well.
There are a number of problems with certain fonts, certain characters sets, etc
... Everything should finally be solved when ATSUI is fully implemented (bug
121540), so i'm duping against that.

This problem also occurs on MacOS 9.2.2 when using SmoothType v2.3.1 (which
performs font smoothing for MacOS 9 and earlier).
