In this pr we add locale to the client_info section, which makes the one in the baseline ping redundant.
At the end of this quarter we should remove it from the baseline ping.

Note: we should probably write an email to fx-data-dev@mozilla.org as soon as the new metric is in Fenix to announce the new availability and the intent for removing the legacy metric.
