Right now the linker can only load from the filesystem.

This is necessary to support applications that set extractNativeLibs=false
in their manifests. It's also a prequisite for supporting app bundles.

This bug is causing a lot of issues for external folks trying to use GeckoView, because extractNativeLibs=false is the default with the latest Gradle. I think we should take this patch now, and then work on using the system linker afterwards.
