I probably regressed this with bug 1608126.

The logs say 'MOZ_NODE_PATH': '/usr/local/bin/node' in a few places but then fail with node not found at MOZ_NODE_PATH /builds/worker/fetches/node/bin/node 🤔

Since test-verify and coverage tasks sometimes run xpcshell, they require node fetches just
like xpcshell tasks: add the missing config for Android.
