[Steps to reproduce]:

1. Go to about:preferences#general and click on the Settings button from the Network Settings
2. Check the Enable DNS over HTTPS option
3. Expand the Use Provider dropdown
4. Hover over the NextDns option

[Expected result]:

• A tooltip message is displayed on hover.

[Actual result]:

• There is no tooltip on hover.

[Regression range]:

• Not a regression, the tooltip was not implemented along with the NextDns option (see bug 1588647).

[Additional notes]:

• The other two available options (Cloudflare (Default) and Custom) have a tooltip message (see the attached screenshot)

I don't think the solution is clear here. To me it seems like we should get rid of the tooltip on the default one, which is IMO providing no useful information.
