1612125 - Celebration Milestone Message should remain open

The Milestone message has an extremely low click rate, and has been noticed by very few.
The message opens upon navigation, and closes as soon as the user clicks or the page navigates again. The message may be being lost during redirects, or the user may not be noticing it before they click the newly loaded page.

We should add a delay which keeps the message open, and an x in the corner to close the message.

I've been meaning to get to it personally, but haven't been able to prioritize it, so I'd appreciate the extra help here. I'm happy to mentor you on it and point you to the code and mocks.
