User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:72.0) Gecko/20100101 Firefox/72.0

Steps to reproduce:

Close firefox with saving the current opened tabs.
Start Firefox, now move mouse cursor to a tab that's not (re)loaded yet, then hold left mousbutton and try to drag it left or right (over another tab).

Actual results:

not working

(not working until that tab has reloaded once, then working fine.)

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

I can't seem to reproduce this. Is this a regression for you? Can you reproduce in a new profile?

Unable to reproduce this issue, verified on Firefox 72.0 and Nightly 74.0a1, can you provide some more info about the build used to reproduce it?
