Affected platforms:
Windows 10 x64
MacOS 10.15

Steps to reproduce:

1. Launch Firefox
2. Go to ebay.com and reach the login page
3. Fill in one set of credential, submit and save them
4. Reload the login form several time, or go back to ebay and return to login form, as seen in the video

Expected:
The field should be autofilled with the saved credentials

Actual:
The fields are not filled or get cleared out while the autofill highlighter remains.

Regression-Range:
Doesn't seem to be a regression, can repro back to 69. Let me know if I should dig further, could be site change issue.
