On macos, the default group ID for users is 20, which is already taken on linux.

That breaks building the docker image on mac.

https://github.com/mozilla/pontoon/commit/2c8d8d7a181076fa1b05e9cdfa6d1aa6ea787ee2 introduced the code.

I don't know if the Github Robot will catch it up, but just in case -> There's the PR with the fix: https://github.com/mozilla/pontoon/pull/1555
