We offer the browser.newtabpage.activity-stream.asrouter.userprefs.cfr.features pref to disable behaviour that recommends features to users. It's surfaced in about:preferences as a checkbox with the label "Recommend features as you browse".
We should disable Search Tips when this pref is on. We have the green light from Product to support it.
