Steps to reproduce:

pressed the ctrl+e combination on the keyboard

Actual results:

nothing

Expected results:

focus should have gone to the search text input field ("Search bar")

What page did you test on? It works for me on https://en.wikipedia.org/wiki/Main_Page and about:support

If it doesn't work on those pages, does the issue go away when restarting with add-on disabled (safe mode)?

Note that on this page, Ctrl+E triggers the Edit Bug button. I suppose if you don't have editbugs privilege, it might simply prevent the browser shortcut from working. It works when I'm not logged in, but in that case there's no Edit Bug button on the page. In any case, you can right-click an empty area of the page and choose View Page Info. Then on the Permissions tab, uncheck "Override Keyboard Shortcuts".

Apparently it is a problem with my PC. ctrl-e stopped working in all apps. Weird, but it is not a Firefox problem.
This bug can be closed, AFAIAC.
