Steps to reproduce:

  1. Make sure WebRender is enabled.
  2. Go to https://perfht.ml/37ZQRPI
  3. Click the button at the top that says "Firefox (74.0) Intel Mac OS X 10.15"
  4. Drag the scrollbar in the arrow panel.

Expected results:
Scrolling should feel light and effortless.

Actual results:
Scrolling is sluggish.

The time is mostly spent rendering filters.
