In Bug #1613335, :darktrojan asked about getting treestatus permissions for just comm-*
trees (and presumably try-comm-central
).
I think it would be useful to reoganize the scopes to be based on the trees being affected.
Creating and deleting trees probably should have their own scopes, but reverting changes would be based on permissions for the trees modified (I think).

This should be limited to comm-* trees, but that is currently supported.
