We've already synced mozilla-beta and mozilla-release to ship geckoview as part of their push (and ship implicitly) graphs. We should do the same for mozilla-central now. This means, we should ship geckoview as part of the nightly graph.

Currently the geckoview ship graph runs once a day, based on a .cron job. In case of a chemspill, someone will need to force push the hook once new nightlies are generated. Baking the tasks directly into the graph should help automate this step, while keeping the same load in the CI world.
