Bug 1284103 enabled TLS 1.3 for WebRTC for Nightly only. I think the plan is to leave it on nightly for a few release cycles before letting it ride the trains. This bug can track when we want to let it go to release.

As we appear to have an interop issue with earlier versions of Firefox I guess we need to wait until at least ESR can talk to a version which advertises DTLS 1.3 in it's client hello.
