In https://bugzilla.mozilla.org/show_bug.cgi?id=1562657 we are adding the ability for the site to notify users of search extensions on a site they are browsing and optionally install them.

We probably want to limit them to only having the ability to define a new search engine and nothing else, this is likely going to need work add on the webextensions / amo side so opening this for tracking that side of the work
