1616323 - H3: Cached H3 resources show "HTTP/3.0" instead of "HTTP/3" in webtools Version field

1. Use Nightly and enable http3. Open webtools Network page.
2. Fetch https://lucaspardue.com/quictilesfetch.html . favicon.ico should show Version as HTTP/3 in webtools request details.
3. Refresh. favicon.ico should show cached, but now version is HTTP/3.0.

Honza can you take a look or reassign appropriately? I'm assuming this is going to be easy to fix. This may also happen with HTTP/2, not sure.

Indeed, for H2 it shows "Version:HTTP/2.0"

No this is a devtool bug.
