Steps to reproduce

1. Go to https://www.deutschepost.de/de/s/standorte.html
2. Pan around the map, zoom in and out.

Expected behavior

Map exploration should be smooth

Actual behavior

Map exploration is jittery

This is also reproducible on Moto G5, Chrome was smooth and Fenix wasn't. I used this apk https://firefox-ci-tc.services.mozilla.com/tasks/index/project.mobile.fenix.v2.fennec-production.2020.02.20/latest.

Profile: https://perfht.ml/2ueEDUM. neon::S32_alpha_D32_filter_DX seems to be the bottleneck.
