Browsertime Speedometer and Ares6 tests are currently running on autoland on windows10-64-ref-hw-2017. This is because the default is set to integration and try - we should add an exception for this platform: https://dxr.mozilla.org/mozilla-central/source/taskcluster/ci/test/raptor.yml?q=taskcluster%2Fci%2Ftest%2Fraptor.yml&redirect_type=direct#1056,1071

This patch disables browsertime tests on windows10-64-ref-hw-2017 and prevents them from running anywhere by default.
