User Story
When resizing the browser I want to see the window size without enabling the default-off ruler, so that I can adjust to specific sizes or see which size affects content.
Chrome DevTools parity.
Should probably be done for RDM as well.
Via user survey.

RDM always shows dimensions in the top toolbar, so I don't think it applies there.
