Steps to reproduce:

Focus the URL address bar with CTRL-L.
Press TAB.

Actual results:

Focus is switched to the 'Page actions' button.

Expected results:

URLs in address bar dropdown should be cycled. Correct behavior happens if the address bar is given focus by clicking, but not with CTRL-L
