The NewTab and Messaging .md docs are already available in firefox-source-docs, but not linked to from any index. They need to be merged into/linked to from the existing index.rst.
Additionally, there's a bunch of content that is github specific. It needs to be removed/revamped.

This merges the content from index.md into index.rst, cleans up a whole
bunch of the documentation, removing various obsolete things, including
some scripts that are no longer used.
