We're in the process of migrating from Google Pub/Sub to AWS SQS. We have both set up in the local dev environment, but the local dev environment (and CI) are both configured to use Google Pub/Sub.

This bug covers switching the local dev environment (and CI) to use an AWS SQS emulator Docker container.

This has some overlap with bug #1618201, so I'm going to dupe this one to that one.
