This is mostly due to bug 1618370, but also out of eagerness
to reduce risk.

Since it's been on for most of the 74 cycle there's some risk that the non-DirectComposition could have regressed but that's unlikely. We also had DirectComposition turned off during a portion of the 75 cycle without issue.
