16185 - Bugzilla queries don't work for me

Attempted to do a bugzilla query.  Went to bugzilla.mozilla.com and clicked on
"submit new bug".  Submit page appeared.  First problem that I noticed is that
there is at least one item selected in every list.  This isn't true in 4.x --
lists such as resolution, platform, OpSys, etc. have no initial selection in
4.x.

I filled out a single entry on the form -- namely "morse" for the assigned-to
field.  Submitted the form and was told that I had zaro boogs which is not true.

Looking at the cgi parameters on the URL line, I see that indeed a value for
each list was submitted (the same test on 4.x shows many fewer parameters
submitted).  So I believe that the problem is due to the initial list selections
as I described in the first paragraph.
