Details
Bug 1618398 adds a permission arg so we can handle removal/migration of permissions on update. Since it has to be added to each call to addSetting, it could be easy to miss. We may need a strategy on other EPM use that is not related to permissions, so this could change to a module name instead. This would also break existing experimental api use, so we need a longer runway/notice for addon devs.
