With 3-tier PGO, MOZ_PROFILE_GENERATE is now available globally as a part of mozilla-config.h from a set_define(), and doesn't need to be manually defined in specifc moz.build files.

MOZ_PROFILE_GENERATE is already defined in mozilla-config.h and doesn't
need to be re-defined by the moz.build files.
