Captive portal tab opens in every browser window, not just the active one

I don't have STR but I think this can probably be reproduced easily with a captive portal network…
The captive portal login network error page was opened in every Firefox window while at an airport so I had to close it in all my 16 windows. I'm not sure what the purpose of the error page is vs. the notification bar but it probably shouldn't open in every window and if it does it should close when I log in to the portal.

The error page shouldn't open automatically at all, right? It's just a cert error page that is modified to highlight the captive portal, so it was probably an error on a page you technically had open already, caused by the captive portal?
If my assumption is correct it's probably a good idea to track those and reload them on network success

Well the weird thing is that none of the tabs in all 12 windows had any back-forward history so if I did lose all those tabs then that's a bigger problem. I don't believe I restarted my browser when I was on the portal so my thought was that the tab opened in every window but idk. Oh… now I remember the captive portal login page was having a cert error so that was the problem… the login tab opened in every window. I think that's what should be fixed here unless it's intentional.

I tried for a bit and couldn't reproduce this at all. I'll be curious to see if this comes up again at some point.
