Progress meter shouldn't count tasks for tiers that aren't displayed

On treeherder, there's a progress meter telling how far a push is from being finished, that says something like "88% - 27 in progress".

I was puzzled by that 27 because I could only find like 7 jobs that were running on none pending. Turns out the 20 others were tier 3 jobs that aren't displayed by default. I don't think they should count unless they are actually displayed. And the same should be true of tier 2 jobs if they are hidden.
