While working on Bug 1527313 I was running the openh624 builds to update them for the path changes. It turns out the android build is currently failing.

Given Bug 1548679 perhaps we should remove support for building the plugin.

I think given the licensing problems in that space that there isn't any foreseeable path where we would use OpenH264 on Android again. So I'm fine with removing support for it.

We don't ship openh264 builds on android, so there is no need
to build them in automation.
