Currently, if a page fails to be BFCached, it falls to the Other category in the BFCACHE_COMBO telemetry, I think it'd be good to have its own category since we know the reason. However, I'd be fine to leave it as is if we think this is only a small percent (which seems like it) and not a big deal.
