I want to set up message filters to build a "killfile" for usenet, but when I
open the message filters dialog, the "New" button does nothing and the "Filters
for:" drop down is empty.

Reproducible: Always
Steps to Reproduce:
1.Open Mail/News
2.go to Tools...Message filters...
3.Observe empty Filters for: drop down and click on New button. 

Actual Results:  "New" button does nothing and Filters for: dropdown is empty.

Expected Results:  I expected to see Filters for: contain a list of newsgroups
and the new button should open some sort of dialog for creating a new filter.

it's not possible (still) to filter newsgroups.
