162118 - no vertial scrollbar after complete page load

using build 2002-08-04-04 (also with 2002-07-24):

When loading http://nvidia.com/view.asp?PAGE=linux I get no vertical scrollbar
although there should be one. There are no frames involved.
This bug is reproduceable with a clean install and a fresh profile but I guess
timing is important (depends maybe on connection speed, processor speed), it was
easier for me to reproduce this bug with the modern theme:

1. load this page
2. maybe you have luck and scrollbar is present (wait for complete page load,
sometimes it disappears after the page has loaded completely)
3. otherwise try the following steps:
3a) turn cache on (if not already)
3b) press shift-reload
3c) press reload
3d) highlight/focus url(bar) and press enter
3e) I could only reproduce this (but 100%) with sidebar turned off and a
screen-width of >=1024 (maximized browser window) --> there should be no
horizontal scrollbar.

Additional notes:
* resizing the browser window let the scrollbar appear
* the scrollbar is sometimes present while page is loading (but disappears after
page load)
* it takes you prehaps three reloads (as stated above) to see this bug, but
after that should be able to see it every time you visit this page
* timing seems to be important, so you need maybe a slow (dialup) connection
and/or a slow PC (havent tried on other systems yet)
* I see this also on:
http://nvidia.com/view.asp?PAGE=windowsxp_64 but NOT on
http://nvidia.com/view.asp?PAGE=windows9x, although these pages share a common
layout.
* Since this happens with my old profile and a new one, this seems to be
unrelated to prefs/cache/history corruption.
* Maybe I've put this in the wrong component, please correct if I was wrong.

Probably dupe of bug 154230, which was fixed 2002-08-06.
