1621185 - Address bar search results that come from equating N and Ñ are not highlighted in Spanish locales

Steps to reproduce:

1. Install the Spanish (Spain) version of Firefox 74
2. Go to https://en.wikipedia.org/wiki/Jalape%C3%B1o
3. Open a new tab and type "jalapeno" in the address bar

Expected results: The Wikipedia article "Jalapeño" appears in the search results and the word "Jalapeño" is in bold, the same as in the English version of Firefox.

Actual results: The page does appear in the search results, but the word "Jalapeño" is not in bold.

Jalapeño is not in bold.

Verified fix on windows 10 64bit + MacOs10.15 + Ubuntu 18.04 64bit
Using latest Firefox 76.0a1 Nightly Build ID 20200313095322
and Jalapeño appears in bold now.
