I'm having a hard time tracking down this bug. Let me know if there's anything I can do to help!
I'm running on Fedora 31 / Firefox 73.0.1. I've also tested this on Firefox Nightly 76.0a1 (2020-03-12) (64-bit).
I've tested with both liberation-fonts packages in Fedora 31 and 32:
liberation-fonts-2.00.5-6.fc31
liberation-fonts-2.1.0-1.fc32
I've tested in an external editor (gedit), which does render the spacing correctly. That leaves me to believe this bug has regressed in Firefox again.
I used a slightly different testing mechanism. Go to here:

And in the inspector, add a style:
font-family: "Liberation Mono";
to the <pre> element. This bug is visible in a lot of different places.
First screenshot is of Firefox with default system font. Second is with Liberation Mono. And third is with Gedit and Liberation Mono. Font size doesn't seem to affect the rendering.

Steps to Reproduce:
1.Create an html file from the text in "Details"
2.Open it.
3.Look at the character positioning in the PRE to see that it is wrong.

Yes, I can still reproduce it on 81.0.1 (64-bit) from Fedora 32 and also latest nightly, 83.0a1 (2020-10-09) (64-bit).

The bug has a release status flag that shows some version of Firefox is affected, thus it will be considered confirmed.
