Can I ask what the goal is here/why we're doing this? The build team seems to not do a great deal of (or any?) work in this subdirectory, and for obvious reasons I'm hesitant to make this change if I'm just going to be assigning any bugs to you.

The current moz.build metadata for that folder points to Core :: General
as the component for bugs in that subdirectory, which is even less appropriate than Firefox Build System :: General
. So this change improves things in that it provides a more appropriate component. I feel like creating a new component for this tool would be a bit overkill since it will probably only ever have a handful of bugs over its lifetime, but if that's the way you want to go I can do that too.
For additional context, I wrote the original version of this code, but it lived in gfx/thebes because it was graphics-specific. In bug 1561723 it got moved to tools/vcs as it became useful to other teams and this folder was suggested.

OK, that's fine. If we start to get overloaded on bugs targeting this subdirectory then we can deal with finding a more robust solution at that point :)
